Based on figures provided by Israel, a minimum of 98 Palestinian individuals have died while detained since October 2023. A human rights group located in Israel has reported that the true toll is probably substantially larger, as a result of hundreds of unaccounted for people in Gaza.

Study Results

“Although we are presenting proof for a higher number of casualties than once estimated, this is not the entire story,” he said. “We are confident that there are yet people who perished in confinement that we don’t know about.”

Civilian Casualties

Confidential Israeli data suggests that the vast majority of incarcerated Palestinians from Gaza who died in jail were ordinary citizens, based on a simultaneous inquiry.

By May of this year, a defense forces registry monitoring all militants in Gaza, a list of more than 47,000 identified persons, recorded only 21 casualties in detention. By that date, 65 individuals from Palestine from Gaza had died in jail.

Detention Conditions

Physical violence, mistreatment, and additional maltreatment of Palestinian individuals has been normalised across Israel’s prison network throughout 24 months of conflict. Top government figures have publicly acknowledged starvation rations and an underground jail confining Palestinian individuals who are kept in darkness.

Present and past inmates and informants from the armed services have uniformly asserted systemic violations of global standards.

Institutionalized Cruelty

The systematic abuse occurred alongside a troubling surge in fatalities registered across at least 12 detention centers in Israel. During the previous decade preceding the hostilities, there were on average a couple casualties a year.

“This does not represent just an individual case sporadically. It is institutional and it is expected to endure,” an official commented, in part since there is a climate of virtual exemption from consequences for killing and mistreating Palestinians.

Just one case of assaulting inmates has come to trial, with the service member given a penalty to half a year. An effort to charge additional individuals over a vicious assault involving sexual violence caused political demonstrations and the apprehension of Israel’s senior defense attorney, with the suspects now requesting that allegations against them be withdrawn.

Lack of Accountability

“Despite this large quantity of casualties, over two years no one has been arrested,” the representative noted. “There are no prosecutions over any fatality.

“During the time these policies are being applied, each Palestinian individual in confinement faces risk, including the those in good health, even the youth who have no underlying conditions.”

Notable Incidents

Several casualties in detention have been publicly known, such as a 50-year-old medical chief who perished in confinement after a third of a year in detention.

A detainee incarcerated with the deceased reported that he was led to the yard by correctional officers just prior to his demise, clearly wounded and exposed from the hips downward. His body has not been repatriated to Gaza.

Further inmates who lost their lives in detention in Israel remain anonymous. The prison service and military provided analysts with the number of deaths in custody, and minimal further data for example the facility where they died, but not the prisoners’ names.

Identification Challenges

Regarding 21 occurrences, mostly detainees from Gaza, researchers could not to correlate the limited information provided by officials to a casualty recorded by advocacy bodies, via testimony from former inmates or coverage in the press.

The detainees’ families might not have learned about their relatives’ casualties also, as Israel has made it difficult to monitor Palestinians it is confining.
